Developmental Initiatives

As Chief Minister, Saini has been proactive in implementing developmental initiatives. Some notable actions include:

  1. Reservation for Backward Classes (B): Saini introduced a 10% reservation for Backward Classes, aiming to create more opportunities in education and employment. This policy seeks to uplift a substantial portion of Haryana’s population.
  2. Environmental Initiative – Tree Plantation: In an ambitious move, the government plans to plant over 1.6 crore saplings across the state. This not only addresses air pollution but also creates green spaces that enhance the quality of life and potentially boost tourism.
  3. Farm Debt Waiver: To provide immediate relief to struggling farmers, Saini’s administration waived farm debts amounting to 133 crore rupees. Additionally, expanding the Minimum Support Price (MSP) coverage to all 24 crops grown in Haryana demonstrates a comprehensive approach to supporting the agricultural sector.
  4. Education Accessibility – Free Bus Travel Scheme: Under this innovative policy, high-performing students can travel up to 500 km at no cost. By reducing transportation barriers, this initiative significantly enhances access to quality education, especially for students from rural or economically disadvantaged backgrounds.
  5. Empowering Sarpanches (Village Heads): Saini’s government increased the financial powers of sarpanches, allowing them to approve works up to 21 lakh rupees without e-tendering. This decentralization of power streamlines rural development projects and empowers local leadership.
  6. Infrastructure Development in Pataudi: Chief Minister Saini announced 87 projects worth Rs 184 crore in Pataudi, focusing on improving local infrastructure and public services. These projects include a veterinary polyclinic, a polytechnic college, and multiple powerhouses1.
  7. Smart City Initiatives in Karnal: Over Rs 1,100 crore was invested in making Karnal a Smart City. This effort resulted in the development of tourism sites, medical colleges, a horticulture university, and an inter-state bus terminal2.
  8. Women’s College in Babain: The establishment of a government women’s college in Babain promotes higher education for women in the state.
  9. Construction of Bypasses and Road Widening: Projects like constructing bypasses and widening roads (such as the Kurukshetra-Ladwa-Yamunanagar road) improve connectivity and ease traffic congestion.
  10. Focus on Sports and Educational Facilities: New institutions, including ITIs (Industrial Training Institutes) and women’s colleges, have been established to enhance educational and sports facilities across Haryana.

Significant developmental initiatives undertaken by Manohar Lal Khattar during his tenure as the Chief Minister of Haryana. 🌟

Women Welfare and Empowerment:
  • Haryana, once infamous for crimes against women, has transformed itself into a model of women’s empowerment. The state became the first to adopt the “Mahila Police Volunteer” initiative under the Nirbhaya Fund. These volunteers bridge the gap between police and civil society, enhancing women’s safety.
  • The “Beti Bachao, Beti Padhao” campaign has also contributed to improving the state’s sex ratio.
Police Reforms:
  • Khattar’s government launched the 24x7 portal called “Harsamay,” allowing citizens to register complaints online promptly.
  • The concept of “Zero FIR” was introduced, ensuring that any police station can register an FIR regardless of jurisdiction.
Promoting Agriculture and Sustainable Development:
  • The state rolled out the “Meri Fasal, Mera Byora” scheme, which encourages farmers to enroll themselves on a portal for comprehensive government support.
  • Efforts to improve farm productivity and profitability have been a priority.
Social Cover and Family Welfare:
  • Initiatives like Ayushman cards, health checks for 25 lakh poor, and piped water supply to 13 lakh homes have enhanced the well-being of Haryana’s residents.
E-Governance Initiatives:
  • The government focused on digitization, making services more accessible to citizens.
  • The Harsamay portal and other online platforms streamlined administrative processes.
Inclusive Development:
  • Khattar’s administration worked to ensure that development reaches all sections of society, including marginalized communities.
  • Schemes like self-employment loans and PM housing contributed to this goal.
Creating a Conducive Investment Eco-System:
  • Efforts were made to attract investments and boost economic growth.
  • Infrastructure development, ease of doing business, and policy reforms were key components.
Nayab Singh Saini’s journey—from a small village in Haryana to the Chief Minister’s office—exemplifies dedication, resilience, and a commitment to public service. As he continues to lead the state, his vision for progress and development remains at the forefront of his agenda.
